New Entry Rules to Russia from June 30, 2025: What Travelers from Uzbekistan Need to Know
Planning a trip to Russia? Starting from June 30, 2025, new entry rules for foreign citizens come into effect. Now all travelers must submit an application via the ruID mobile app or the Gosuslugi portal, regardless of whether a visa is required.
To avoid issues at the border, it’s crucial to prepare in advance.
What is the ruID app?
From 2025, all foreigners entering Russia must register their trip via the ruID app or the Gosuslugi portal.
With ruID, you can:
Submit an entry application online
Store travel documents digitally
Get notifications about your application status
Use a QR code as digital ID
Access government services from your phone
How to prepare for your trip
If you are entering with a visa:
First, obtain your visa
Then, register your trip via ruID or Gosuslugi
If you are entering visa-free (e.g., citizens of Uzbekistan):
Even without a visa, you must submit an application via ruID or Gosuslugi.
Without it, your entry is not officially recognized.
How to submit an application via ruID
Download the ruID app
Log in using your Gosuslugi account or register
Enter passport or travel document details
Submit your application:
No earlier than 90 days before entry
At least 72 hours before (standard case)
At least 4 hours before (emergency cases like medical needs or family death)
5.Provide trip details:
Purpose of visit
Travel dates and regions
Family details (if traveling with children)
6.Submit biometrics in the app:
Facial photo
Document photo
Voice recording
Wait for confirmation in your ruID account
⚠️ Without biometrics, you cannot enter Russia. For each trip, you must upload a new photo.
How to submit an application via Gosuslugi
Visit www.gosuslugi.ru
Log in or register
Go to “Foreign Citizen Entry Application”
Fill in trip details
Upload a facial photo
Submit and wait for notification
Application Deadlines
Standard entry → 72 hours before arrival
Emergency entry → 4 hours before
Application valid for 90 days
At the Border
You will be required to:
Show your identity document
Undergo fingerprinting and facial photo (in Moscow and Mashtakovo checkpoints)
A digital profile is created with your data: passport, biometrics, travel purpose, stay duration, etc.
After arrival in Moscow
Within 10 days, you must:
Submit biometrics to the Unified Biometric System (UBS)
Get the “Electronic Card for Foreign Citizens” — a QR-coded physical ID
Cards are issued at the Moscow Migration Center.
